ECM Certification
The ECM Certificate is a document that must be owned by every freight car maintenance organization. The "ECM Certificate" is given to the problematic organization in accordance with the 2004/49 /EC regulation. Each railway vehicle must have an organization responsible for its maintenance before it is put into service or used on the railway network. Thanks to the maintenance system they implement, these organizations ensure that the vehicles they are responsible for maintaining are in safe working condition. While organizations carry out maintenance activities, they ensure that these activities comply with the maintenance file, TSI provisions and maintenance rules that every vehicle should have.
The ECM certificate is an assessment of the applicant maintenance organization's ability to perform maintenance functions and provide operational functions of maintenance. Each organization responsible for maintenance for freight wagons is licensed by an organization recognized or approved in accordance with a national safety authority.
The ECM certificate shows that the maintenance system established by the organization responsible for the maintenance of freight wagons complies with the regulation 445/2011/EU. The ECM certification system is valid for every organization responsible for the maintenance of freight wagons to be used in the railway network within the European Union.
The system required to obtain an ECM Certificate must be able to meet the following evaluation criteria.

II. Conditions and evaluation criteria for the maintenance development function
III. Conditions and evaluation criteria for the fleet maintenance management function
IV. Conditions and evaluation criteria for the function of providing care
